Former is the plan that is made to run the business which will include all factors like (land labor),departments, vision and mission. It will also have the back up plan in case of need.
Latter is dealing only in the promoting the business. It will include your target market, SWOT (STRENGTHS, WEAKNESS, OPPORTUNITIES AND THREATS). Marketing plan is part of the complete business plan.

I'd like to point out that not all companies that have start up fees are scams. It cost money to start any business, either from scratch or a franchise.
